Change the Sisyphus entry in your /etc/apt/sources.list:
/pub/Linux/distributions/altlinux/Sisyphus/i586/Mandrake/base/
does not exist now, you have to use
ftp://ftp.ibiblio.org/pub/Linux/distributions/altlinux/Sisyphus 
i586 classic
