Нет, не "this one". "Block_cipher" не имеет никакого отношения к "EC crypto".

Нет и не "these ones too". Статья про другую хэш функцию, которая не
используется с "EC crypto" 2012 года.

В статье даже отмечено: "This function MUST NOT BE CONFUSED with a
different Streebog hash function, which is defined in the new revision
of the standard GOST R 34.11-2012".

Надеюсь, вы не делаете для GnuPG отмененный (но до сих пор используемый,
например в ФСС, ГИС ЖКХ, ЕГАИС) ГОСТ Р 34.10 2001 года, где
действительно предполагался устаревший ГОСТ Р 34.11-94.
