The VSTGUI is only part of the VST SDK, and does not include everything
required for host applications.

The motive for open-sourcing the VSTGUI library is to allow third-party
developers to maintain implementations on platforms like BeOS:

This was announced several months ago, and does not change the situation
for Audacity (which still needs the non-free VST SDK).
