[kbd] Latvian alphabet keys

Hello

It looks like there aren't any keymap for writing Latvian letters such as
ā, č, ē, ģ, etc.

In Latvia most popular is qwerty layout with either apostrophe (') or tilde
(`) as dead key for writing accents.

How could I modify us keymap to create new one where pressing dead key (eg.
`) followed by "a" would write "ā" ?
