I do it this way:

      <mediaobject>
	<imageobject role="html">
	  <imagedata fileref="images/insert_disk2.png" format="PNG"/>
	</imageobject>
	<imageobject role="fo">
	  <imagedata fileref="images/insert_disk2.png" format="PNG"
	    depth="6cm" scalefit="1"/>
	</imageobject>
      </mediaobject>

Ie. I use the same image, but in HTML it is shown in full size, while
in PDF it'll be squeezed down to a height of 6cm.
