Вообще переход из LGPL 2.1 в GPL 2 законен и описывается так[1].

Но вот если это действительно так задумано автором (переход на более 
рестриктивную лицензию), то это может иметь некоторые последствия для 
всех, кто линкуется с c-icap-modules или т.п., т.е. к ним тоже должны быть 
применены ограничения GPL 2. Так что, может быть, стоит это прояснить, а 
то это может повлиять на другие пакеты (какая у них должна быть лицензия).

3. You may opt to apply the terms of the ordinary GNU General Public 
License instead of this License to a given copy of the Library. To do
