Не стоит писать апстримный ченджлог в ченджлог пакета т.к. у них разные
предназначения. В ченджлог имеет смысл писать такие вещи, если отдельного не
предусмотрено и ты есть сам апстрим, а пакет какой-нибудь внутриальтовский.
