[devel] specify dependencies for buildinfo package

The fltk package was unlucky: it was built in those few days when
debuginfo support was incomplete - and so the package was not accompanied
with debug(libfltk.so.1.3) dependency.  I have just rebuilt fltk
and verified that new dependencies are on.  

$ rpm -qp --provides /ALT/Sisyphus/files/x86_64/RPMS/libfltk13-debuginfo-1.3.0.r8323-alt1.1.x86_64.rpm
debug64(libfltk.so.1.3)
debug64(libfltk_forms.so.1.3)
debug64(libfltk_gl.so.1.3)
debug64(libfltk_images.so.1.3)
libfltk13-debuginfo = 1.3.0.r8323-alt1.1
$
