[devel] Mandatory StartupNotification in .desktop

Игорь Зубков обратил внимание на следующую проблему.

Похоже, нам надо принять следующее полиси:
в .desktop файле должно быть явно указано StartupNotify.
StartupNotify=true, если приложение создает X Window,
и StartupNotify=false, если приложение - сервер, который окна
не создает.
Исключение - Terminal=true, тогда, как понимаю, не нужно указывать.
