Hi,

ALT beekeeper robot is now granted an ability to orphan packages.

Those packages that fail to pass rebuild test for 12+ weeks are now
_automatically_ reassigned to @nobody unless they are already assigned
to @everybody.

Those packages that fail to pass rebuild test for 16+ weeks will be
_automatically_ submitted for removal (after each rebuild test).
