Well, source code also "may contain something interesting", but this
argument is not sufficient to package source code as %doc by default.

Each maintainer have to decide, whether particular ChangeLog file is
closer to source code or to the list of noteworthy changes, and treat
it appropriately.

Anyway, compressing big news files won't harm.
