Нет. :)  Здесь ничего не изменилось.  Мы обсуждали другую пробему:
двусмысленную зависимость python-base от python-modules-encodings.
И отсутствие способа сказать питону "питон, не трогай в этом месте
кодировки, представь себе, что их НЕТ".

Вообще, пишите подробнее, что именно сломалось.
