Наблюдаю аналогичную проблему. Система была обновлена до  branch 4.0.
Сейчас хочу обновить до сизифа.
По указанному выше рецепту получаю:

[root на localhost sources.list.d]# apt-get install 'rpm>=4.0.4-alt93'
Reading Package Lists... Done
Building Dependency Tree... Done
Selected version rpm#4.0.4-alt95 for rpm>=4.0.4-alt93

Или нужно сначала сделать dist-upgrade?
