боюсь, что нет... только с dvd и dvd-image'ами...

но почти всегда есть manи в данном случае есть man transcode, в котором есть 
даже example :) вот вырезка

Option -w 1618 tells transcode to set the encoder bitrate to 1618 which
       is lower than the default of 1800 and results in smaller files with the
       loss of visual quality.
