Что значит неполный? Он просто не предназначен для разработки, в т.ч. и
для сборки скачанных программ... Вообще вам нужна libSDL, ну, если
осторожно то можно установить его из Сизифа. Если хочется большего, то
придется приобрести второй Юниор (обязательно со вторым диском!), там есть
средства разработки
