Еще раз перечитал man sane-mustek_pp:
Note that the backend needs to run as root. To allow user access to the 
scanner run the backend through the network interface (See saned(1) and 
sane-net(5)). Note also that the backend does not support parport 
sharing, i.e. if you try printing while scanning, your computer may 
crash. This backend also conflicts with the sane-musteka4s2 backend. You 
can only enable one of them in your dll.conf. However, you have to 
enable the backend explicitly in your dll.conf, just remove the hash 
mark in the line "mustek_pp".

Заметьте, что данный драйвер должен быть запущен от root-а. Для того, 
чтобы разрешить сканирование пользователям, сделайте сканирование через 
сетевой интерфейс (смотрите saned(1) и sane-net)). Так же, драйвер не 
поддерживает разделение порта принтера, т.е. если вы попытаетесь 
распечатать во время сканирования, ваш компьютер может зависнуть. Этот 
драйвер также конфликтует с драйвером sane-musteka4s2. Вы можете 
разрешить только один из них в вашем dll.conf. Кроме того, вы должны 
включить этот драйвер в вашем dll.conf, убрав символ решетки в строке с 
"mustek-pp"
Теперь инструкции:
dll.conf:
musek_pp
net
#the_end

net.conf:
localhost
#the_end

saned.conf:
localhost
#the_end

Также включите сервис sane в xinet.d (об этом написано в saned.conf)

Как видите, я вас немного обманул в начале :)
Вот собственно и все, поскольку из-под рута он у вас работает, то теперь 
все должно быть без проблем :)
