[Comm-en] Setup local directory for apt

I am trying to set up apt to use a local directory in addition to the default
repositories.
I get the following error:

I am trying to use /root/alt as the directory. I ran 'dpkg-scansources alt |
gzip > alt/Sources.gz' and that created 'Sources.gz'
This is the addition to sources.list 'rpm-src file:/root alt/'
I am going off a debian how to. Could not find any for ALJ2.2
Any ideas on what I am missing/doing wrong?
