[Comm-en] Accessing CUPs Administration page

Okay, first time that I've tried to cancel a print job under CUPs and I'm 
being told that I don't have access (even as Root) to cancel a print job. 

Where and how do I tell CUPs to allow access to it's Admin. fuctions?
