[Comm] Joomla 3.0. Установка русского языка.

Установил сегодня CMS из темы. При установке почему-то не может
создаться файл "configuration.php"  Также нет возможности установить наш
язык, как во время установки, так и после неё. При попытке установить из
административной панели выдаёт:

Из-за чего могут быть такие траблы. Себя добавил в группу "webmaster".
Права, вроде, есть.
